Obbliga a fare le gare per il rinnovo delle concessioni, \u00e8 la garanzia della tutela delle acque con un canone aggiuntivo che dovr\u00e0 essere obbligatoriamente destinato al miglioramento e risanamento ambientale, per la prima volta viene fissato per legge un limite minimo della quantit\u00e0 di risorse derivanti dai canoni che le Regioni dovranno versare alle Province montane e infine \u00e8 previsto un aumento dei sovracanoni al momento del rinnovo delle concessioni.
